OK, disregard the previous post. After a few more readings I see what you mean.
As "more" becomes available it can become more problematic. A machine gun is just more of the same as a musket but having someone shoot a machine gun at you can become more of a problem than being shot at by a musket.
Certainly people have always used PEDs and for a long time it wasn't illegal to do so and the drug issue did not dominate the sport like it does now. If an athlete is taking a drug to combat a real medical problem that's one thing. But it's rare to find young people who need continual medication. So to me, something is amiss when you find a particular population of young people who show no symptoms of illness needing medicines which MAY enhance performances.
That has nothing to do with anything standing still. Cheating is still cheating but cheaters can "progress" to more sophisticated forms of cheating and it's legitimate to wonder if TUEs often fall into that category.
