Do competitors show up and race the distance events at altitude when there isn't a global championship team to qualify for like this year?
I wouldn't expect top fields. Last time this happened was in 2013 and there were only four guys in the 3k. But that was still a pretty interesting meet. Ajee Wilson and Mary Cain both won their first national titles.
NOP has taken indoors pretty seriously the last few years, so I'd expect Centro and Rowbury to be back again. Maybe even Rupp since Salazar said they were focusing on the track in '17.
It won't be close to Portland 2016 and I imagine a lot of athletes will sit it out, but as long as we get a couple of good head-to-head matchups -- I'm thinking Centro-Andrews, maybe Murphy-Berian? -- it could be okay.
I heard Solomon was planning a full indoor season next year. He raced sparingly in 2016 so I suppose he is eager to run.
Historically when there isn't a world championship the fields for USATF indoors have been small, maybe 10 athletes. It picks up a little when there is a world championship, but not much. USATF indoors is always small, but good races happen. Even at altitude there have been great competitive races.

One year, when not a global championship, they run off events like 300m and 1000m.

1963 HS meet in Cow Palace: they ran the Mile Relay one lap long and the Two Mile Relay two laps short. If the USTF runs the meet there I bet those same officials will be involved.
