Since 1980 Morceli in 1996 is the only one to win the Olympic 1500 and be ranked #1 in the world that year.
But El G still had the fastest time in the world in 1996.
With that history why would we think that Centro's single race would earn him a #1 season ranking?
Interesting, if you included 1960-1976, the fastest was also the Olympic champ but that has definitely changed.
The only time the favorite won on that list was Morceli in '96. In 2004, El G had lost to Lagat before the Olympics. In '84, Coe was considered to be washed up, Cram was the favorite off his World Championships win the year before.

Who determines the #1 athlete of the year? Is it the IAAF?
How is the number #1 determined? Winning ranked races? Winning Olympics? Season bests? A combination?

T&FN rankings are based on season results using these criteria.
"The Rankings are based on these 3 criteria, in descending order of importance: 1. Honors Won; 2. Head-To-Head records with other athletes; 3. Sequence Of Marks."

I would also deem Coe's 3:32.5 in the Olympic final to be superior to Aouita's 3:31.5 with organised pacemakers in 1984.

Nice link, I love watching Ovett. Ovett won that race, Walker had problems in 1977 (his calves would seize up mid race) that required surgery, which saw him miss 1978, so his form was up and down (notice how unfit he looked on the 2nd lap) and Ovett was the new star but we are talking about the fastest over 1500m for the year and I don't mind adding in the mile. Personally, I like both these guys so I'm not in any camp but track and field news is wrong.

You are correct. Your questions are stupid.
Here are the answers to how it is done:
1) I determine the #1 athlete of the year…every year…every day…every night.
2) The IAAF has zero input into my decision.
3) I determine it based on whatever I feel like at the time.
4) I use a combination of objective and subjective stuff…involving statistics, seasons bests, times, weather, my mood, CENTRO WINNING THE GOLD MEDAL AT THE OLYMPICS, other stupid races that don't really count, etc.
5) Using my "special secret method": since Centro was better than everyone else at the OLYMPICS... on the most important race that only happens every 4 years…and then Eric Jenkins DESTROYED CENTRO (when Centro did a stupid thing that was Alberto's stupid idea)…in the 5th Ave. Mile…this therefore leads to a logical determination free of bias.
In conclusion:
1) Sir Eric Jenkins is the #1 Metric (and non-Metric) Muslim (and non-Muslim) really White Miler of 2016.
