It's well above average but not "national class". More importantly, you should encourage her to continue running and have fun. But keep it low key.
Just to put it in perspective, my daughter at that age ran a 6:01 1500m her first spring doing track (that's like 6:24 mile). She ran in a low key park and rec community center league and had lots of fun, but then that summer ran for a club and got her butt stomped at USATF junior Olympics. There were girls running close to 5 minutes (that's 5:20 mile pace). The stuff that some of these YOUNG girls were doing training wise was pretty intense and some of the parents were intense. It kind of turned my daughter off a bit.
