athlete funding by UK Athletics comes under what they call the World Class Development Program. the money comes from the National Lottery (to ensure that athletes are not funded by the Government) and is distributed according to purely athletic criteria. the easiest way to tell who is funded by UK Athletics is to look on the Power of 10 website where they list the athletes who are currently funded (link below).
and, your claim that these grants are "means tested," is incorrect. if you meet the performance criteria, you get the money. strictly speaking, you get to be a member of the Development Program, and as well as money that includes access to facilities, coaches, support staff such as a dietician, medical support, physiological testing and so forth.
the one area where funding for Farah has caused controversy is when he quit the track and switched to roads. a strict reading of the criteria said he no longer qualified for funding, so at a time when athletes like Katarina Johnson-Thompson were losing funding because they did not meet the criteria, Farah was still funded into the Tokyo Olympic cycle on the (not unreasonable) expectation that he is going to do well there. the announcement said that UK Athletics will, "continue to support him in his ambitions." it smacked of favouritism and caused a rumpus, none of which, strangely enough, backfired onto Farah.
