Place in PV is determined not only by your highest clearance, but by counting back to see what other heights you might have missed once or twice along the way. It's called the countback.
If both athletes entered the competition at the same height, cleared every height on first attempts, but then missed 3 times on the final height(s) attempted. That would be a tie.
Or, if they both had a miss on first attempt at some lower height, but the same height, along with the other factors of the first scenario, that would be a tie.
In a championship meet they would have a jump-off for the first place (not for others).
