Totally disagree. The only thing that matters is the rules. If they did not break a rule, then there is no issue. Why on earth should someone be required or expected to disclose strategy? We can reasonably assume every runner had the same opportunity that Rupp did. The fact that those runners did not think of the idea should not be held against Rupp. Strategy is vital to competition.
Totally agree. If what you're doing is within the rules it is no other competitor's business to know what your strategy is.
The argument of "no one told me I could" is not valid, because "no one told you you couldn't" either.
Maybe Kiprop should be upset about Centro's race tactics because no one told him he could go right to the front and be in a perfect position to counter any move off the slow pace..... But no one told him he could do that so he should be pissed!
I watched the uninterrupted feed on the BBC.
When writing a rule book "intent" is not a word that should be relied upon. You do know what assuming does right?
Ass-uming is what you are doing.

Agree. Salazar is known for these moves and, while some may call them gimmicks, Rupp has been successful.
I have no doubt Rupp cherished those new hats and even looked forward to the next one coming. "I'm gonna get a new haaaat, I'm gonna get a new haaaat." And then later on in the race when he was really taxed, "New hat. New hat. Hat. Hat. Ha. Ha."

refreshments : drinks and small amounts of food
Clothing items do not qualify as refreshments, or as "any other item" in the same sentence from (c).
Do we not think that Salazar would have talked to someone about this??
I love how you are the arbitrator of what a term as broad as "any other item" means.
Only on LetsRun would we have people making statements about it being a shame if Salazar handed Rupp items, etc. etc. when there is no evidence that he did. Salazar wasn't handing out items. Did anyone see him doing that? If not, why are we even debating about that???

You should familiarize yourself with sentence structure, and the context within a sentence.
I wish I could go back in time and hand Dave Wottle a different hat before the bell lap. Something with a bit more pizazz.
Let's bend 'em baby, like Beks wrote:
Perhaps then the language then is vague and open to exploitation. OK. Did Galen Rupp receive an unfair advantage in being handed a fresh hat (really an unknown) at multiple times during the 2016 Mens Olympic Marathon?
Regardless, this is either language IAAF must tighten up, or others must exploit as well. If gear is allowable under "refreshments", then this will mean anything to sunglasses, masks, gloves, arm sleeves, or other sport-related gear.
Salazar always has his way. ALWAYS.
If he wasn't using it to gain an advantage then what the heck was he doing it for?

What if the new hats had wireless nike earbuds sewn into the liner and Salazar was in Rupp's ear all race? That would be anonymously prolific.
Salazar: Spicy lettuce to little lion, come in.
Salazar: Little lion, scratch your nose if you can hear me.
Salazar: You got this. You got this. I'm a wizard...you got this.

Did notice Meb got a second hat somewhere. Started off with a dark blue hat and ended up in a white hat.
meb probably picked up one of the many hats that Rupp tossed aside just before the aid stations.
That is what the thread title states.
And why do people assume he'd be switching out dry hats. These were hats now, not visors. A visor might make more sense as they capture v little heat & would shield your face from the sun. But there was v little sun this morning so no need for a visor. As for a hat, ANY hat but one soaked in ice water would serve no purpose other than to keep you warm. He was NOT swapping out dry hats
(c) Refreshments may include drinks, energy supplements, foodstuffs or any other item other than water. the OrganisingCommittee will determine which refreshments it will providebased on prevailing conditions.
refreshments wrote:

In your world a refreshment would include a Segway or skateboard.
Really? If water, drinks, energy gels/chews, and food are all listed, then what do you think "ANY OTHER ITEM" means.
Segways and skateboards are prohibited form use in a footrace. Hats are not.
Hats are not materially similar to water, drinks, energy gels/chews, or food.
its pretty well known by now that galen rupp consumes hats regularly. clothing actually makes up around 10% of his caloric intake which is why his singlets have bite holes in them. the fact that he put his hats aka his refreshments on his head is a moot point because any athlete who receives refreshments at the water stops can do whatever they like with them. if meb wanted to squeeze gu onto his head, that would comply with the rules, just like rupp's hats. we all know the spaniards find the boofing of shot blocks to be quite refreshing as well.
It's been established much earlier that Rupp's hats had cooling gels packs.
