The same person gave Rupp his hat with the black thing every time. How did that person know? Stranger still was why did that person stop and watch Rupp run off each time? Other station people kept an eye on the incoming runners. The Rupp helper acted more as a coach would.

I would guess the black items in the hats are the cool packs that chemically react and cool down without the need for any sort of freezing or ice chest to keep them cold.
Did Rupp switch hats every 5K or every 10K? If it was every 5K how did this person manage to get to both aid stations on the 10K loop?
Another person mentioned there is video showing someone chasing a spectator out of the area. If that is the case it would seem like the person giving Rupp his bottles/hats was permitted to be there otherwise an official would have noticed. Also would have noticed if this same person was rushing to and from the aid station to get to the other refreshment station at the next 5K checkpoint (assuming Rupp was switching hats every 5K). Either way it seems to me the person giving Rupp his bottle/hat was cleared to be there and did not sneak into the aid station(s).
Ice-chemical reaction packs require a hard smack to break in the inner bag open to activate.

There were a lot of people around the station with the special fluids. Very few people around the other station. The hats were only picked up at the special station. Rupp bypassed the other station the one time I saw him at it. A person would simply stay at the special aid station and not need to run anywhere else.

I'm very curious. What are you guys actually looking for in this "investigation"? Given how openly the ice-in-hat tactic was both displayed, televised, and discussed in media publications, it's very clear that even gray-area, edge-seeking Salazar wasn't even remotely concerned with what they did. The brojos, if they wanted to, could probably just have asked Rupp exactly what they did with the hats, and he would have told them.
Are people just talking about this because there's no other way to bash Rupp now that he actually medaled again in the Olympics?
Why are you working so hard to claim there is nothing to see then? Are you just commenting because you are very worried that Rupp might lose his Olympic medal?

When I watched the race, I noticed he threw his hat off about 5K into the race and then the next shot he had one on and I was like wtf. The announcers only noticed it the second time he took off his hat.
Don't see how it is different than a sponge.
I don't know why on a warm day one would prefer a hat over a visor unless the person was bald and didn't want a sunburnt head.

It's not just a hat. It was specially prepared. Something is in the hat. A story by Ken Goe said it was ice. But ice would melt, so it was most likely a ice pack then works by breaking an internal bag, or it is ice that was kept cold somehow between the exchanges. Someone was on course and in charge of giving those hats to Rupp, and only to Rupp.
Maybe the hat doesn't provide any help at all. But why go through all the effort to get them to Rupp? And why was Rupp the only one with that privilege? Hopefully it wasn't Salazar on the course handing out the hats at the aid station. That would be a problem.
Definitely more to come out on this scandalous episode.

Even if the hats had cold packs in them, they were still useless. The head is a natural radiator to cool the rest of the body, but for it to work the fluid has to flow. Ice causes vasoconstriction and reduces that flow, so that the cooling of the scalp doesn't result in lots of cooled blood going back to cool the rest of the body.
If Rupp instead shaved his head, he would be constantly cooled by evaporating sweat while maintaining the blood flow necessary to transfer that cooling to his core temperature.
If Rupp ever wants to break 2:10 he must shave his head clean, shiny BALD.
