The hat switch is such classic Salazar. You don't know what to make of it. Its just weird to begin with. Nobody has seen it before. Than you start running through the questions. It raises legal questions. In the end you probably have to concede that it is legal if for no other reason the rulemakers never thought about addressing it. Ultimately you just come away annoyed.
I can almost guarantee that all the NOP doping allegations are exactly like this hat switch. It goes to show how Kara Goucher and Salazar are probably both right. When Salazar keeps doing stuff like that, you can't blame an athlete for becoming skeptical. But in the end Salazar is probably right that it is all legal. I would bet that he vetted this equipment exchange with the powers that be in Olympic marathon officiating.
