Once the White House decided to pay Iran $100M per hostage, a precedent was set, and Brazil figured it could hold 3 swimmers hostage until Washington paid up. I can't blame 'em for thinking that. They treated our swimmers like they were felony suspects, not like the victims they should have been presumed to be at the beginning of the investigation.
They told us about this $11K "charity" donation, but we would not be told if other payments, i.e. bribes, were paid. After all, what was the service station paid, several hundred U.S. dollars for something that might have been fixed by putting a sign back up on the wall and getting out a mop? That was extortion of a sort itself.
It's the way things are done all the time in the Third World, which Brazil was beginning to emerge from, but with their economy and government in the tank, they sank back in. Bribes to customs, bribes to cops, bribes to sports officials, and on and on.
So some of them told some fibs, little white lies? B.F.D. Not a crime, and if it is in Brazil, don't ever go there. I had to laugh at the arrogance of their detectives--this is a country which routinely refuses to extradite murderers, rapists, child molesters, arsonists, and other fugitives back to the U.S., but a drunken bathroom incident was some sort of federal case.

It's not extortion. It's a fine. Believe it or not, other countries have different policies about fines as civil punishment. The USA has plenty of crimes that are punishable by fines, even misdemeanors such as false fire alarms, credit card fraud, tobacco for a minor, etc. If a foreigner commits a crime here, they can have their passport held until the fine is paid.
While $10,800 might seem steep, be aware that outside the USA, many countries have sliding scales fines based on your income or net worth. The US has standard flat rate fines regardless of your wealth. But in Europe, you can get a simple speeding ticket that can be tens of thousands of dollars depending on your wealth. A while back, I heard about some CEO that got a simple speeding ticket in Europe that was 6 figures. No exaggeration.
So it's not extortion. It's a civil fine. And in some countries, fines can be payable to charities instead of the government.
So base your evaluation of Brazil's response on their laws, not those of the USA.

It appears that the first two frat boys convinced the Rio police that they didn't do anything wrong at the gas station, and consequently they were let go without a fine or prison term.
Fenergran (sp?) probably paid the fine in order to stay out of jail. Again that is just speculation. What isn't speculation is that he seemed to be hiding out for several days before he turned himself in. Regardless, it was his choice to pay or stay just like it was his choice to break the law in the first place.
Seems pretty telling that Latchkey Boi high tailed it out of Dodge as fast as he could score a plane ticket. The slimy ass clown had no problem leaving Rio and throwing his "friends" under the bus.
