I agree that he had no excuse for lying. But the report of filing the false police report is mentioned frequently without a clear understanding of what he actually did. Generally filing a false police report is an offense charged when people make an initial report to the police about a crime that did not occur. It isn't charged when a person is asked by police what happened and they are not entirely truthful. (Actually this happens quite frequently) If he was testifying in court under oath that would have been different.This charge is politically based.

Lochte should know how the law works by now. He's been cited multiple times in the USA, and would know you can't just lie to the police and expect zero consequences.
So he has no excuse for lying about it (to his mom either).
