Major props to the OP. He or she shoudl go to medical school. How did they now that she tore it. I'd assume if you jogged another mile it wouldn't be torn.
She has a complete tear of her right ACL.
Why did it take so long to get a wheelchair to her after the other runner was shouting for a medic after she finished?
She was hobbling around for a while. Should have been helped immediately after she finished.

Ya, I have seen in football on 2 different occasions a guy get up, say "I'm fine", jog around, then crumple to the ground the second they tried to change directions.
I have even heard kickers say that they could kick with a torn ACL in their KICKING leg, but not even come close if the tear was in their PLANT leg.
Ugh was hoping it wasn't that, unfortunately that's exactly what it looked like. Man that really sucks, that's a long recovery.

I'm quite literally watching my coworker do some minor strengthening exercises after his ACL surgery a few weeks ago as I write this. It's amazing how much that surgery has improved in the last 10-15 years. His scar is at most a quarter inch wide and 3 inches tall. It's become almost a minor surgery. Yes the recovery is still major, but she'll be back in 6-9 months at most.
TODAY show just reported it as "career ending" injury. Heck, football and basketball players are back the next season after surgery & rehab. It's become as common in women's hoops as Tommy John surgery in baseball.

Saying it's even potentially career ending is asinine.
Man that sucks, local girl and it's definitely a different reaction when you know the athlete even though we all hear these stories frequently, hope she can bounce back strongly
A complete tear will often stop hurting very quickly. Counterintuitively, it's usually a better sign if the athlete remains in serious pain.

Tommy John is elective surgery, right?
Anyway, it's a good thing she finished the race ... just in case she never gets back to another one.

That's pretty much everything. Wrecked, if not destroyed.
The lapped runner should be punished but how? Or the iaaf/Olympic committee for even allowing her in the race? Could this be an end to all slow athletes who don't meet a standard such as the 800 'runner' from Saudi Arabia?

You need to define career. Will she run again? Absolutely. Will she ever come close to this same level again? Absolutely not. Other sports are more skill based where you don't lose the talent, you just get a little rusty. You can't take 12 months off from running and get back to the same Olympic level fitness you had prior to the injury. Unless you have some great dope.
In all seriousnes once the knee is not swollen she should be able to run with a torn ACL...not so sure about meniscus.

I think it should be, but above the 800. Anyone can run the 400 down without effecting the race. 800 they have to be fast enough to not get lapped, and the runner 'from' Saudi Arabia could go (you put the quotes around the wrong word). 1500 and up they have to meet the standard.
They could also let people do long jump (but not triple jump, pole vault, or high jump) and shot (but not disc, javelin, or hammer)
