Time is not the determining factor. It's where you come from and what you look like. If you look like the majority of posters on this board and live relatively close to them, you are more likely to be clean - that's just how it works.

There are athletes that are coached by coaches that have a history of doping their athletes. The Kenyan team had a coach try to take a test for one of their 800 runners at this Olympics! With that said I don't think Rudisha is cheating unless something around him comes up foul. With that said, there are plenty of Americans I don't trust (Rupp, Jeter, etc)
It is highly unlikely the track coach of a mid-major (most colleges really) would be using PEDs on their athletes. There is no reason for it.
Lots of young athletes see major improvements between 18-22, especially when you leave a HS program with no training partners and bad coaching to a college program. It's not like this drop came at age 30. Nick Symmonds' HS career had him a a DIII school and by the end he was winning Pre (if I remember correctly). Not everyone is a Robby Andrews or Donovan Brazier with the opportunity compete at the highest level in HS.
