If something happened that they didn't want getting out, why would they say anything at all?

What other incidents? How does this compare to Beijing, London, Los Angeles, Atlanta, etc. Did anybody get robbed during those Olympics?
Were they hosted next to favelas militarized by drug lords?
Were they hosted in countries so weak and corrupt they cannot restrict the influence of the Brasilian glue manufacturers in their Congress? The glue manufacturers enjoy the profits from the huge population of glue sniffing addicts.

Swimmer boys would have made out much worse wandering around Milwaukee this weekend.
Reading the pay-walled WSJ article, it says they were in a local cab, after the IOC told them not to use local cabs and instead use the free IOC vans or certified Olympic Ubers, so that was their first mistake. Seems odd that they would use a local cab instead of a free private ride, but whatever. No one deserves to be robbed.
Sounds like he went off the reservation. Got into something he couldn't control. Paid the price.

A friend speculated the cabbie may be in cahoots with the robbers.

That's right. I said cahoots.
F;U;C;K Lochte
The Lochte plot thickens. He is too dumb to know how to lie. His story isn't holding water.

Ryan Lochte and his three teammates did not initially inform the U.S. Olympic Committee they were robbed at gunpoint in a Rio taxi early Sunday morning "because we were afraid we'd get in trouble," the American swimmer told USA Today Sports on Tuesday.
Lochte's response comes after a police official with knowledge of the investigation told The Associated Press earlier Tuesday that police cannot find their taxi driver or witnesses, and that the swimmers were unable to provide key details in police interviews.
The group did not call police, authorities said, and officers began investigating once they saw media reports in which Lochte's mother spoke about the robbery. Police interviewed Lochte and one other swimmer, who said they had been intoxicated and could not remember what type and color of taxi they rode in or where the robbery happened, the police official said. The swimmers also could not say what time the events occurred.
"...He took our money, he took my wallet -- he left my cellphone, he left my credentials." [claimed Lochte]
