Actually this is just another example of stagnation within Salazar's camp. Jenkins turned heads when he ran 13:18 in 2013 (still @ Northeaston then) and later transferred to Oregon.
Jenkins' big time PR of 13:07.33 came before he signed with Salazar and Oregon Project. His fastest 5000m under Salazar came in London 13:24.33 11th place (where Farah went 12:59.x).
Is True the Maine GOAT? Among male distance runners, that is. Maybe, maybe not. I don't actually know where most people are from so this is a shot in the dark based on True's ability and Maine's small size.
