What event?
In middle distance, I think you should be at sea level for a few days in order to get some leg speed back. Less so for marathon.
The performance data from the old Soviet Union showed a sine wave type of response. Days 3, 7,9, 17 were very good; other days were actually really bad.
Lastly, I am going to say that there is a lot of individual variation. Only way to know is to do it and keep good records.

in the summer, you have to consider the climate. So if you've been in a cool mountain town and drop down to a high humidity or hot area, you need to acclimatize to the heat for 10 days first. Otherwise, just a couple days, if that.
Yes, going back to RI where it has been hot as hell, along with the rest of the east coast.
Race within 48 hours. If not, wait 12 days or more. Response does show individual variance, particularly on the back end that ~12 day period, but physiologically the process of readjusting to sea level is pretty consistent.
