Your logic is good, and applies for the majority of perennial High School american sprinting sensations. Obea Moore was an age fraud?
Look at IAAF U-18 All Time lists. Then, take the top 10 in sprints for both mens and womens (100-200-400m). How many of these american sprinters were sucessful at world elite level, and had a normal progression AFTER mid 20-s? (25 or more)

Only Quincy Watts, Marion Jones (doped) and Jeneba Tarmoh are the exceptions.
Like in middle distances you have exceptions (in the same U-18 all times lists, looking the top 10's) from Kenya and Ethiopia, like Jackson Kivuva in the 800m, Abraham Cherkos and Augustine Choge in 3000m, Tirunesh Dibaba (although she's doped) Sentayehu Ejigu and Gelete Burka in 3000m.
Stats stats stats, yep, the non-progression is one thing but it's mainly the long history of almost exclusively using overage athletes in junior competitions (along with the namby pamby, poor dears have no idea when they were born nonsense) that make every East African in the age group events dodgy.
So, the main problem with Africans is not the non-progression, but the birth certificates. That is ok.
And moreover, there's some African athletes with abnormal progressions after late 20's (Mo Farah-Bernard Lagat). How many years old is Lagat? 51 y.o? How about the 2:08 Kenyan marathoner who is 40+ years old? Haile G, according some sources, must be in his 50's, too.

Stop posting this crap in all these threads. You'd have a point if Lagat ran a 3:32 at "16"... but he didn't.
Chandra Cheeseborough was a silver medalist in the 400m and also won gold in both relays in 1984. She may also have competed in 1980 if not for the boycott (she qualified in both the 100m and 200m). Her 400m is #10 all time. I would argue that she was quite successful at the senior level.

But the receding hairlines and the suspicious non-progression is just the confirmation. The main thing is the 'long history of cynical cheating'.
If a country has a long history of cynical cheating and then we're faced with these red flags, there is only one logical conclusion.
People who look old from countries with no long history of age cheating probably just look old for their age.
