2: obviously PR from IAAF + WADA
This news article discusses some of the IAAF PR efforts to deal with the embarrassment of the scale of Russian drug-taking, known as far back as three years ago.
http://www.dailymail.co.uk/sport/othersports/article-3636131/Lord-Coe-s-IAAF-aide-Nick-Davies-banned-Russian-doping-scandal-allegations.htmlThe article shows that the IAAF wanted to brush the Russian doping positives under the carpet, or trickle them out, given that the Moscow World Championships were just around the corner. Quite understandable from a PR point of view. DDTP. (Don't Damage The Product.)
This affair predates Coe's promotion to president of the IAAF. However, the affair is a little embarrassing for him insofar as the PR company he chairs, CSM, was suggested as the go-to firm for burying the bad news.
Whether Coe knew anything about all of this we will probably never know. He is never going to admit it.
The only difference between us and them is that they are organized, whereas we do the doping in a bunch of self-contained groups.
The IOC is awash with money, yet it invests peanuts into developing superior doping tests. Why?
It has always been remarkable how the official detection rate of doped athletes never really changes.
What tests do UKAD and USADA actually perform on each sample?
Why is there always so much propaganda about how effective the official doping lab is in every Olympics?
How the hell did UKAD fail to report Mark Bonar to the GMC?
Why do USADA and UKAD perform fewer doping tests in the off-season?
How can anyone trust UKAD to perform drug tests on UK athletes? There is obviously a conflict of interests!
As far as I am concerned, all the conspiracy theories about the IOC and anti-doping labs have become far more plausible.
Los Angeles 1984, Wade Exum at USADA, Victor Conte's BALCO scandal, Biogenesis scandal, USPS team scandal, MLB Mitchell Report, NBA american players not tested at Barcelona 1992 OG's, Trevor Graham, Al Joyner Kersee, John Drummond, Mark Block, NOP/Nike/Salazar connections, Barry Bonds, Jose Canseco, Regina Jacobs, Kellie White, Manny Ramirez, Alex Rodriguez, Marion Jones, Justin Gatlin, Tim Montgomery, Flo-Jo's death,, Mo Greene buying drugs to Angel memo Heredia, NBA players with kidney failures, Bernard Lagat "A" positive sample, etc, etc, etc.

Don't forget the IAAF. There are cheaper places than Monaco to house said federation and its grandees (Lord Coe and Lady Radcliffe).

Based on the public details about the very few athletes ever caught and sanctioned by UKAD, it would appear to be simple tests for familiar steroids and stimulants. No idea about USADA.

I reckon they just didn't realize they were expected to do it. They probably wrung their hands over and over about what they should do, and consequently ended up doing nothing.
I would still like to know if Bonar is a complete liar or not. If he is not, then what is being done about the athletes and sportspeople to whom he has supplied drugs? Are we all meant just to forget about it and continue enjoying the spectacle?

“The report, a substantial blow to Ukad’s reputation, revealed that the agency had been advised seven times by the athlete, his legal representatives and its own staff to notify the GMC, yet had failed to do so. Kenworthy said he was at a loss to explain why the information was not passed over."
“‘Frankly, I still do not know why we didn’t – we certainly talked about it,’ said Kenworthy, a former chief constable of North Yorkshire. “It was a ghastly mistake and it should never have happened. Nobody is disputing that.’â€

It was a "ghastly" mistake…which can only happen at UKAD.
Hey British UKAD. Are you trying to scare me with your "ghastly" mistakes?
Why don't you go TRY to make Mo answer his doorbell.

That's pretty er, ghastly.
Why can't someone do a report on why UKAD has never during its existence recorded a single positive test from an elite athlete?
Now I am scared. According to the front page here at LRC …it appears that UKAD has been "altered".
UK Anti-Doping Criticised By General Medical Council For Handling Of Doctor Who Claimed To Have Doped 150 Athletes UKAD was altered about the doctor, but did nothing since he wasn’t a specific sports doctor.

I also now have suspicions about the secret training camp of Jo Pavey.
http://www.bbc.com/sport/athletics/36793057http://www.telegraph.co.uk/women/family/meet-jo-pavey-the-42-year-old-mum-on-the-way-to-her-fifth-olympi/Look at the pictures from inside her secret training camp in the articles.
Emily Pavey is not suspicious. She throws up frequently. I call her Emily "Emesis" Pavey.
Jacob Pavey is suspicious because he is a cyclist.
Gavin Pavey is very suspicious because he is a combined coach-manager-husband-father-cyclist.
(I am hiding at their house upstairs under clothes and they have not noticed. I will have more Update Jo Pavey at a later date.)
"International Olympic Committee chief Thomas Bach says it is a "very difficult decision" as to whether Russia should be banned from the Rio Olympics after a report found evidence of a four-year, state-sponsored doping programme."

I wonder what sort of doping Russia would have to engage in to make it an easy decision for Thomas Bach to ban them?

Things become more complicated since Mr. Bach is good friends with Mr. Vladimir Putin.
Mr. Grigory Rodchenkov was lucky to make it out of Russia to the United States.
There were two Russian anti-doping officials that became non-friends of Mr. Vladimir Putin soon after this Russian Debacleâ„¢ became public.
The two Russian anti-doping officials are now dead. They died about 2 weeks apart from each other.
That is just a coincidence.
