Definitely; as a mediocre sophomore a few years ago I ran 4:57 and 2:22 at the same meet.
Yes, its all mental. Get out in no longer than 1:15 (preferably 1:10). The first time I broke 5 my splits were 1:05, 2:16, 3:30, 4:48. I PR'd by 15sec. Given your 1500m time you are probably around a 5:07 mile. Here are my suggested splits I still follow when I try to break 5 in the off season.

If you could complete the first 3 laps in 3:35 you are all set, now just hang on, all you need to do is run a 1:25 final lap.
Only problem I see is your 800m time, your 1500m time seems significantly better the what your 800 should be. I think you can at least run a 2:15
