The problem is this is a wasted Olympic spot. He can't run under 13:10 so he will literally be soundly beaten in an Olympic race that is likely to be faster than today's race.

The Olympic final, based on the last few years, could very well go around 13:30 pace. If so, Lagat has a chance at a medal. It would take Farah having a bad race to give him a chance at gold, but in the right circumstances, Lagat could be right there. A 52 second last lap in a 13:30 race is very good.

Poor training systems? Wrong. Training is fairly international these days.
Poor talent pool? Maybe. But with a population of 300+M I doubt it.
It's the monetary opportunities that are lacking. You don't get rich by just being a good runner. Just look at Manzano. He could barely get a decent shoe contract after his OG silver. To get rich by American standards you need multiple OG medals. AND you need to be cool and media savvy. (The only exception to this may be Phil Knight's own little toy boy, Elfie Rupp.)
Why waste your life on running with such meager opportunities? Running is for poor Africans who dream of earning the same as a lower middle class job in the US.
