I have not been clerking in a long long while but we never used anything but results from that meet to seed the ensuing rounds. First looking at place and times in that place example A 4th place never got seeded before a third place finisher even if their time was shorter.
The idea that someone who did well in this meet under these conditions against these runners would get a poorer seed because someone ran better 4 months ago in a paced WR attempt with an international invitational field Is nuttier than saying a few Hightower votes verses dozens and dozens of Hersh votes means Hightower wins.
