The rules for the T&F trials are set forth at the link below. There is a $1,000 travel fund allocation for athletes who ranked (in 2015) either (a) top 50 in the world, or (b) top 4 in the U.S., in their events. Alternatively, athletes can earn this $1,000 travel allocation by placing in the top 12 finishers of their respective events at the Trials itself. No double-dipping.

Access to these hotel rooms is made available on a staggered basis depending on past performance/medaling criteria (not based on hitting the qualifying standard).
