But again, according to this article on FloTrack, she was told by USATF to cancel her flight, hotel, etc. because she was not accepted into the Trials. Then, they let her in WITHOUT notifying her of such.

If USATF had not have accepted Wade, it doesn't mean Stowe would have gotten Wade's "spot". That's the point I was trying to make. Wade did not steal a spot at the trials from Stowe.
So yes, Wade being accepted had nothing to do with Stowe not getting in the meet.

Had they accepted all non qualifying marks it would have so, yes, accepting one non qualified athlete into the meet when the field was full did steal a spot from Stowe and others.
