Yes they should let her in as a specific exception (if she appeals), but athletes have to take a more responsibility in matters like this also. They (and their agents, coaches, managers) need to read and understand the rules and make sure everything is good to go in advance.
Yes its hard enough training and living in order to be the best you can be, but if you want more than that you have to do more.
If you are going to a meet desiring to obtain a qualifying standard time, make sure everything is set up properly so your mark will be accepted. Ask the meet director.
If you want your mark to count as an American Record, make sure they will be doing drug testing.
If you want to qualify for Boston, make sure the course you run on to qualify is certified.
If you do not want to be disqualified for PED use, know what is not allowed and know what you are putting into your body.
If you do not want to be DQd, give other runners plenty of space when passing them.
