Just revisiting one of the original press releases for todays news:

Entre ellos, a la etÃope Genzebe Dibaba, plusmarquista mundial de los 1.500 metros. La Asociación Internacional de Atletismo (IAAF) envió la denuncia a la policÃa catalana, que busca indicios de dopaje en el grupo de Aden."
Assuming it is correct, it has the IAAF as the prime mover in this affair, and states that 6 IAAF doctors were present at the scene and made 27 of the athletes there take a doping test.
