He's DEFINITELY opened himself up to some major liabilities in a civil court of law given the damage he's done to Skins (assuming the majority of the Skins leadership were unaware of RY's intent to cheat).
However, this joker doesn't have much in the way of personal resources, so I wouldn't be surprised if nothing comes about. I mean, RY's career and source of income is basically gone now, along with any reputation he may have had. For a public figure, that's about the severest punishment you can receive.

If your main aim is to see RY publicly go down in flames, not just for this run but for the whole rotten story he's spun since the beginning, then releasing the report to the press and giving them a couple of days to pull a story together is totally the best thing. In the UK the Sunday papers are where the big stories come out on the tabloid end, and in the quality papers they have more scope for longer articles.
"here's a graph of cadence data" is less of a story for 99% of people than "running star's tangled web of lies exposed, and here's a tearful confession interview with him, and the head of the sports company that turned from being his biggest backer to exposing his lies".

This is totally wrong. Rob Young conned them out of a lot of money. They spent more investigating him when they didn't have to (those experts aren't cheap). They're going to publicly expose RY as a fraud. Why shouldn't they get some benefit from the money they spent on the investigation (after being conned into sponsoring a cross country fraud) - and why shouldn't they publicize their findings as effectively as possible?
I don't see any reason for us to distrust their motives here. a two day delay won't change anything. relax.
On the plus side it means it's released on my birthday.
Your line of reasoning is fine. Except that one of skins own employees was in on the scam riding in the RV.

I hardly think some low-level dipsh!t being in on the scam (and I am assuming Skins has dealt with him appropriately) should change any of our conclusions about Skins, particularly with respect to the two day delay.

They attached the watch to the wheels of the RV to simulate cadence. Big wheels going at running speeds mean low cadence.
I've been 100% convinced he cheated and this was a scam since June. I don't have a TomTom watch or use cadence. I'm just trying to figure out how the cadence registered anything. Does the watch measure cadence by armswing? Or is there a footpod? How sensitive is the device that measures it?

Cadence is measured by the sinusoidal wave regression of the peak accelerations the watch measures. Ergo, a slow rotating wheel gives the same cadence triggers as if the watch is on a runner. There is no foot pod.
