Why don't you mention the important part:
"A CGF statement said "the use of Salbutamol is permitted under certain conditions". The statement went on: "The levels found in Collins's sample were consistent with normal therapeutic use and were not considered to be performance enhancing."
An independent body confirmed that Collins has asthma, both constitutional and exercise induced. In otherwords, he wasn't faking it in order to get some drugs.
The amount of salbutamol that asthmatics take is measured in micrograms (parts per million), whereas the amount a body builder takes to bulk up is measured in milligrams (parts per thousand), so as mentioned above Collins is taking tiny amounts. Body builders also taking steriods orally or injected, which has more systemic affects than inhaled.
