These were regional championships and an invitational for selected events. They were meant as an opportunity to qualify for European champs and Olympics. Run for the fifth time in this format, it's doubtful they made a blatant mistake. Not just a small affair. And at that time the wind wasn't gusty, I was there myself.

Correct grammar is the difference between knowing your sh** and knowing you're sh**.
Collins 9.93 with 1.9 m/s wind is equivalent to his 9.96 with 1.0 m/s wind that he ran in 2014. In other words, he didn't improve, he just got a lucky break with the wind.
That being said, he has changed his training around to include strength training which he never did in his younger days. General training techniques, tracks, shoes, spikes and understanding the impacts of diet/nutrition/sleep/stress have also improved since he started way back in 1995 (!). so there are a lot of legit reasons for him to run so well at 40.
It's pretty amazing that a former World Champion could set his lifetime best at age 40.
Most people that set a PR after 40 are those that never trained as hard in their youth.
While I am a fan of Collins, he probably has a TUE for a steroid, and because of it, he has previously failed a drug test (http://www.telegraph.co.uk/sport/othersports/athletics/3032011/Athletics-Collins-keeps-100m-gold-despite-failing-drug-test.html). We don't really know if the Salbutamol is helping with his longevity in the sport, but even I have to take his accomplishments with a grain of salt.

"A CGF statement said "the use of Salbutamol is permitted under certain conditions". The statement went on: "The levels found in Collins's sample were consistent with normal therapeutic use and were not considered to be performance enhancing."
