The 8th best golfer does well. The eighth best hockey player does okay.
T&F is one of three IOC sports that attract a huge audience. Let's be clear, the IOC likes it this way. It's more money for them.

It is? Every four years it makes a killing. How's Boston Marathon doing? Everyone BUT the athlete is making money and that is by design, like the NCAA.

It's not a zero-sum game. Sports get a cut of Games revenue based on viewership. T&F is a "tier 1" sport.
I don't know what's going on in rowing, but, given it's an IOC sport, probably not much outside the Games.
The bottom line is: everyone who matters likes the sport structured the way it is.
