If you're an accountant convicted of fraud, you can't be an accountant anymore. Same goes for lawyers, doctors, etc. Athletics should be the same way.
See your point, but in many cases you can get your license back after a probation period. This is the case in most European countries. I am not familiar with American legislation.

Canova is correct - EPO does not help elite runners, which is why Erupe is able to run faster WITHOUT EPO than with it.
