what does, "55 last 400m, most of it coming from a 27" last lap." mean?couldn't it be 28, 27 to make 55 seconds? i.e. or possibly 27.9, 27.5? that's pretty much the same?

Probably right. Watching the video, Kejelcha pulled away hard on the last lap; it looked more dramatic than it really was. It was probably him maintaining and everyone else cruising.
