There's this really thick book the UCI maintains every year.... It is filled with words arranged in such a manner to guide the behaviour of all the parties involved in a race. These are commonly called "rules." Their purpose is to ensure the safety and fairness of a competition.
Now, if you want a bike race with no rules, or declare the UCI was running the sport in some bad way at the time, that's different.
To make an excuse for Lance and stick to it invalidates the whole point of having rules and the sport in general.
