What is a legitimate basis?
Citizenship? Parentage? Ethnicity? Linguistic ability? Passing a citizenship test again? Having visited the country? Having had residence in the country for such and such a period of time? Maybe the geniuses on the Lets Run forum can come up with a consensus on this, for every single dual citizenship country.
Look, I don't care either way.
