WTF, hes out in the country, but running on a PAVED road. This guy should be on grass or something soft as injury prone as he is.
Notice the nice flat dirt area just to the side of the pavement. He should have run there instead!
He looks like he's gained weight. That can't be good.
The fact that you see his teammates helping him out like this and that he's still with the team shows he must be doing good things in training. Even with weight gain and partying he's been doing.
I understand that trolls shouldn't be fed, however, I felt like this was necessary:

Might want to check out Bekele, Geb, and Farah.
I hope German is putting it all together. Would love to know if he is healthy. Really would be great if his fitness is screaming back and he knows it! Met him briefly at about 6500 feet. He was bigger and stronger than I imagined. He looked real good in the face and eyes and seemed in great spirits. I'm really hoping it all comes back for him.
I understand your statement and the video. I'll admit that in the picture of GermanI didn't take into account that his front foot hadn't landed yet and that it would probably be considerable closer to landing under his center of gravity as opposed to how out in front it looks while 12 inches or so off the ground.
Here's where I have a problem concerning form and I would like to know if anyone can help me understand it better. The video you posted is at the very end of a 13.1 mile race, so I don't expect Bekele, Geb, and Mo to have exactly the same form as they might have in a 5K track race for example.
One thing about the marathon trials that stuck out to me though was that from the photos I saw.....Galen had pretty much the same form that he runs with for the mile, 5K, 10K....etc., for the entire 26.2 mile race. The form that I'm referencing (and what I believe to be optimal form) has one key factor that was not displayed by Bekele, Geb or Meb in the video. THE ANGLE OF THE KNEE TO THE ANKLE!!! I believe that perfect running form should include the knee being the furthest thing from the center of gravity, with the angle of the lower leg (i.e. knee to ankle) always pointing back towards the body. This enables the angle of the foot to point downward which encourages a toe or forefoot strike of the foot beneath the body (center of gravity) and also encourages a sweeping strike of the foot that takes advantage of energy transfer forces.

I can't really explain how the knee to ankle angles are so different for Bekele, Geb and Mo in the video you posted only to say that it was the end of a half marathon. Please help me understand how Galen's form is not optimal for any runner and I will be greatly appreciative in all seriousness.

You are wrong about perfect or even good form. The lower leg swings with forward with momentum until the ankle is ahead of the knee, and then returns from that forward position elastically before touching down. Holding the lower leg so it is always angled backward sounds very awkward and inefficient compared to letting momentum and the elasticity of the tendons and muscles work. Rupp does not do as you are suggesting. His ankle also comes forward of his knee before going back just before touchdown. Rupp in slow motion:
