Sounds like you've tried a lot. Given your PR's, I would guess you are a fast-twitch guy... the 55 is more impressive than the 2:11 which is more impressive than the 5:15.
Given that you've tried so many different modes of training, I would say pat yourself on the back for having given it more of a go than most people would have the guts to. Keep fighting to get faster if you want to. If not, don't beat yourself up.
Running a mile under 5 min does not mean your are of more than average talent.
When I went to high school, me and my four junior high friends all went out for cross country simply because someone talked us into it. At the end of our first year running, all five of us had broken 5 min in the mile. We were just a random sample of non-athletes doing something we weren't normally inclined to participate it. We had a good coach and did lots of intervals, but I think most people in a similar atmosphere would be able to do the same thing.
Also, if the OP's turnover rate is really only 130 then that is the problem right there. it needs to get to 180 a minute. Anybody can achieve that, even if it feels impossible. it's simply practice and improving that neural pathway. Rake quick short steps during your runs and be conscientious about it.
