Why not just make a rule. Your country is required to test so many times a year, any country or athlete not meeting the number can't compete. I know some countries may have issues, but iaaf, and other large organizations are making sometimes billions. They could assist the countries that need help.
I think at times iaaf, and the olympics don't want to really know.

How about learn some statistics. Outliers in world class competition are usually fractions of a second better than their competitors. In a longer race this could be a couple seconds. World records don't get smashed by clean athletes when no one is close. Go back to your cave Jon Orange.

I can think of a few reasons why not. It punishes poor countries and the IAAF isn't making billions or anywhere near that money. Countries that can't afford a legitimate anti-doping regime have their athletes tested by international testers. So every place is covered.
How would your calendar work? If it's January 15 and I haven't been tested yet, I can't compete? It's not my fault no one's come to test me, but I'm getting penalized for it? And what if I'm a young breakout? You're saying that Drew Hunter shouldn't be allowed into Millrose because he hasn't been tested at all.
And you haven't considered the cost of this. By my last count, there are 221 US track and field athletes in the USADA testing pool. And there are 1500 athletes that are going to compete at the Olympic Trials this year. You're asking for increase in budget by a factor of eight or more if you want all of them covered. That's every woman under 2:45 in the marathon, every man under 2:19 in the marathon and every other B standard.

The US has had a number of athletes get away with PEDs while going through more testing than anyone.
Would putting the top 15 athletes in a country like the US really help find the users?

Americans runners dope at much higher levels than Kenyans. Team USA is chock full of people who have been previously busted for doping.
So what makes Willis think that inviting Kenyans to train in flagstaff will hinder doping? If anything they will learn doping tricks from American runners.
If you want to deal with doping just impose harsher sanctions. There should be no 1 or 2 year ban. The minimum ban should be four years for stimulants and lifetime bans for EPO or steroids.
Futhermore, there should be criminal investigations such as the one that happened with marion Jones. Those who do not cooperate with the authorities should go to prison like marion did.
Obviously Gatlin and Gay were not untouchable and even American fans would rather watch the Jamaicans. What about Johnson, Lewis, Bolt, and the ones who bring in the money. When Marion Jones and others stopped bringing in the money and wouldn't walk away quietly they were busted.Some of the Africans past and present create a buzz and bring in millions will they get busted?

In 2006, the reigning Olympic and World Champion and co-world record-holder in the 100m from the USA wasn't "bringing in the money" but some Kenyan that's never had a single mention on ESPN brings in millions in buzz? I saw a huge Gillette poster with Tyson Gay's face on it before the London Olympics. I have yet to see anything like with Patrick Makau, Wilson Kipsang or Dennis Kimmeto.
Why waitn until athletes test positive? Can't the coaches and doctors be kept in check?
Surely there must be undectable drugs being used anyway, so as it stands, the whole drug testing system is more PR than anything?

I think you are both extreme in your points.
I don't think they are protecting everyone that is bringing in money but I am sure there is corruption that enables some to be protected.
It may just be money but personal relationships with the right people or grudges against others.
The system absolutely does not prevent high level PED use.
And moving an athlete from Kenya to the US won't help expose anyone.
Some people insist Lagat uses drugs and he went from Kenya to the US.
Willis even mentioned losing to Lagat at Millrose but didn't seem to imply drug use.
Willis has a drug problem. He thinks he can't be the best without drugs?
Why was Lance never found guilty when he was doping in a trailer 10 feet away from officials and reporters but everyone else was? Why was Gatlin the sacrificial lamb but another wasn't? Why was Ben Johnson crucified but not the others in 88? Why was El G never found guilty? We don't have an answer but there's no doubt that some guys are "more equal than others."
