We here in South Dakota have had our fair share of -20 to -30 windchill days. My main point: It's possible; if you're like me, running outside is the only thing that'll do.
My advice: Wear long johns so some type of thermal pants as a base layer, with regular running tights over them (it's not about speed on these days, just logging the miles. If you do have a fast workout planned, maybe consider a different day for that.) Wear a dry-fit or long sleeve compression shirt, followed by a sweatshirt or long sleeve cotton. Windbreaker jacket over that. For your face, wear a balaclava with good breathability, and a hat of course. For your hands, wool socks are the best for keeping them warm. I've done away with all running gloves-socks are the best to keeping circulation in hands during a run.
