Doesn't the NCAA recognize iaaf bans now? If iaaf bans athletes being coached by banned coach's, why couldn't the NCAA follow suit. What does ustfca and NCAA say about this?

NCAA rules do not prevent an IAAF or USATF banned coach from coaching at the NCAA level. This is because the NCAA has refused to adopt the WADA code. All signatories of the WADA code recognize bans enforced by the other signatories. For example, professional boxing is a signatory. Therefore coach banned by IAAF would also be banned from coaching or participating in boxing.
In theory, those athletes would be breaking IAAF and USATF rules though. If they were to run at an IAAF or USATF meet and USATF or IAAF recieved evidence that this athlete was recieving any assistance from a banned coach, the first step is to notify the athlete. If there is evidence they continue to work with this coach, the next step is a ban for the athlete.
Google "prohibited assocation" or "article 2.10" in the WADA code to find the "legal" language rather than my summary.
Also Maric isn't the only banned coach that is at a college. Remy Korchemny (lifetime ban, also pleaded guilty in federal court) coaches at Merritt College in Oakland. I sent an email expressing my dismay to their athletic director as well as head coach over a year ago, but received no response and he is still coaching there this year.
The NCAA does recognize current bans on athletes however. If an athlete receives a ban from the WADA code for a substance also prohibited by the NCAA (the NCAA allows some substances banned by the WADA), the NCAA will honor this ban. They have no "prohibited association" rule or rule against a banned coach, however.
