Levins now 7:46. That's much better than his 7:52. However, the last time that his SB was slower than 7:45 was in 2011.
I exclude Jenkins from the list, since he was not a NOPer before June 2015. Jenkins doesn't seem to be getting the instant jump in performance after joining Salazar (that Ritz, Farah... got). Maybe the push ups and arm carry training "program" has not helped him as much. He seems to be where he was last year (just slightly below) and I am expecting him to continue with a steady progression.
Centro (7:40 for 3000m) however is doing well. He's not breaking records or anything, but he is doing well. Right now, he's the outlier.

You're funny. You exclude Jenkins because he's been part of the crew for 8 months now, but I bet you'd include Ritz when he ran 12:56 just a couple months after joining NOP, IF it fit your agenda. Rupp is in marathon mode so you reading anything into his track time trials is obtuse. Centro just blasted a PR while rounding into shape and spanked a solid field.
Let me repeat what others have said. It's an OLYMPIC year. Centro felt a bit sluggish by the champs last year, and Rupp ran very well but lacked that needed spark. It is very possible, very likely, that they are aiming a little differently this year towards more focus on outdoors and peaking for that time correctly.
Levins is rounding into shape. There is a good chance Levins is not doing the shorter faster stuff that he would have in the past indoor seasons because Mo is gone, and Rupp is more focussed on marathon. Levins may be doing more strength oriented work along with Rupp since he is still really a 10,000 runner who runs well at 3000 and 5000. You are going to have to wait until the summer plays out to see if you can conclude that something is wrong at NOP, but you certainly won't be convincing any of us who have run at any sort of competitive level that something is wrong right now. Appears to be build up, progression and a shift of priorities from last season. Indoors much on the back burner.

You do understand that there was a slight pivotal event which affected the Salazar group in June 2015, don't you?

Ritz did benefit from the pre June 2015 program and he all of a sudden became a US record holder shortly after joining Salazar.
So yes, both of these facts fit.

So you think something changed when that report came out? Seriously? You don't think they have been under that scrutiny for much longer? Rupp has been the most tested US athlete for years. Doping suspicions on them are nothing new and they would have had plenty of warning that there was a story coming out.
They didn't just flip a switch off on some sponsored drug program because of that report. Either they've been doing it and still are, which I doubt. Or they haven't and still aren't. Did you miss Rupps half marathon?

Hasay and Cain (like Levins) improved on their first outing, but times are still slow by their standard.
The low key meet excuse can't be used for Cain, but I guess that the travel excuse can be used.
Also, the "it's January" excuse can't be used either anymore.
