And one can't count the number of foreign runners over the past decade faster than that at or before 18. Many of whom really are their reported age.
+1. Also the 400 gets a lot of hype. These days 48-49 speed in the 400 shouldn't really stand out, but everyone acts like that is the bee's knees. A lot of those kids would be sub-1:48 800 guys or sub-4:05 milers if they weren't pigeonholed into the quarter.
