It's not that easy. The IAAF needs an autonomous anti-doping team that is transparent which means they can crowd source the testing and physiological testing data into forensic anti-doping models to provide better tools to target who to test, when to test, how often to test, and what to test for within certain time parameters. If elite athletes in the sport want to clean up the sport they are going to have to be willing to be scrutinized more, tested more, and willing to deal with the public having access to some of their physiological and urine/blood test results. It's a two-way street to a clean sport and the athletes if they want it can make it less costly in the long run by being more open and willing to deal with the invasion of privacy. Also, a greater team based structure within athletics would help as it would take the sponsorship money and issues related to that out of the mix as well and put the target on the backs of teams/training groups.
Coe is the best option right now. Unfortunately he is not the best 'Needed' option. The IAAF is a business, just like the NFL, MLB, and or any other major sports entity. It needs to be run like a business of which there is ZERO or very minimal conflict of interest between it's CEO/President and those of whom are being governed/employed. Someone who can come in and look at the issues/problems in black and white and make clear, hard and fast decisions of which will clean up and stimulate positive growth. The problem with Coe is that he has too much past history and baggage in the sport and a multitude of relationships with both athletes and non athletes. That being said, Coe would make an excellent Co-Chairman/CEO of which he can utilize his extensive knowledge of the sport while at the same time let the business side of the job be handled by an experienced business leader.

I tend to follow the "shut it down" way of thinking. If the corruption is as systemic as is being implied, there's no resolving that by bringing in a new head guy/gal. Putting another wing on a double wide isn't really a good solution.

He just needs to be candid about what happened in the past and how we can trust current performances. If he does not do that, he can be replaced by someone who will answer the questions clearly.
At this point,:
1. just look at the record books like baseball stats from the late 90s and early aughts.
2. Keep in mind that standards vary so, things are a little better but could be improved a lot!
