Dick Pound has promised that his 2nd report which will come out at a 9 AM ET press conference on Thursday will have a "Wow' factor to it.
We'll be calling into the presser and hopefully will get the opportunity to ask a question or two.
Below, we'll blog about it live as the action happens.

They are saying certain actions went beyond sporting corruption and maybe criminal in nature. Things have been turned over to Interpol who referred to them to Interpol.
So it's just all about the Russians? I don't get the "Wow!" factor.
The nformation the IC (independent commision) has indicates very clearly that the corruption emanated from the very top -- the president, lamine diack inserted his lawyer habib cisse into the doping process in november ‘11 … The russians new how to destroy positive tests and but they didn't know how to get around the biological passport and needed to know how to do so.

My understanding is that in 2009 the IAAF didn't have the legal ability to ban anyone with that test.
So they IAAF hands were tied...they did the next best thing, which was to tell Russia to clean up shop because in a year or two the IAAF would have the legal basis to ban those athletes based on that test.

McLaren just said that the informal governance process (i.e. corruption) was also in place for sponsorships and awarding of major championships. Recommends IAAF undertake a forensic investigation into the awarding of major events.

THE IC is troubled that the IAAF wont’ accept it’s responsible for the conduct and tried to act like the actions aren't a problem for the organization itself not just rogue individuals.

IC said that it was apparent that the institutional knowledge of doping in the iaaf was far wider than has been knowledged and the iaaf has displayed no general appetite to deal with the problems. there were staff members at the iaaf who tried to solve the doping problems despite interference from de facto management structure that prevented them from being able to do so. mentions capdevillie, garnier and roberts specifically.
IAAF completely exonerated. "One of the leaders" in the development of the athlete biological passport. Acted appropriately.

The key finding is that sunday times database could not have been used to sanction athletes for doping violations prior to 2009.
They believe the iaaf was suitably reactive to atypical test results (in leaked sunday times/ARD values) and followed accepted practices during period of review.
In conclusion, the IC does not believe the IAAF has anything to apologize for the blood tests.

The international call in has been a total failure. They had technical difficulties that caused us to hear it late. Then it went out. So it's been totally silent. So if you were a reporter expecting it to work and not knowing there was a live stream, then you'd be screwed.
Wow Pound just said he can't think of anyone better than Coe to lead the organization moving forward. He said the IAAF has a great opportunity here.
Where was the "Wow" factor Pound promised? This is BS. He just said that all the data in the database presented by the ARD documentary is unreliable and incorrect because it was not collected using a good process. He also said that the ARD data cannot be used to ban athletes because the data was collected before the 2009 Biological Passport took effect. Pound doesn't mention the Fuentes case.
Now he just dodged the Paula Radcliff question, saying he is unaware of any particular athletes, and worked into his response that Seb Coe is the best person to lead IAAF and that having Seb Coe in charge represents an "incredible opportunity" to clean up IAAF.
We knew Dick Pound was a political hack, now we see him in all his glory. Someone should ask him about the Steve Mullins case, where WADA refused Steve's request to perform DNA testing on his "sample".

But will still leave the question for the doubters - yes, we understand she couldn't be caught, but can she still prove she was clean then. To which we all know we will never get an answer that will satisfy her supporters or her detractors.
