The problem with your argument and mine, and I hope I have been a positive influence, is that people have been indoctrinated with the druggie BS for so long that now almost everyone on the planet believes in the concept of so called 'Performance Enhancing Drugs'. Real Physiology has to take a back seat to this concept, where every explanation of superior performance is fixated on this dogma.
I say it's impossible to increase oxygen uptake beyond the natural level of a well trained cardiovascular system. The human body has so many hormones and neurochemicals controlling physical performance, that to believe we can alter the balance of oxygen deliver by increasing red blood cell count is a silly concept that suggests we don't produce enough in the first place to reach our true potential of oxygen uptake.
Here is a list of blood components. There are so many and most of them could probably sold as 'Performance Enhancing Drugs' to gullible atheltes. Given time and media hype, any of them could become part of the public perception as drugs to be 'abused':
