In fact they did race each other this year, on Rocha's home track no less. Tamagno beat him by a little over 5 seconds over 3200 meters.
You must be talking about last school year's track season. Not sure how you are confusing that with this year's cross country season. Rocha was not #3 then, nor was he healthy all season. Rocha is also a better cross country runner, which makes a xc matchup more interesting.
Rocha and Tamagno has raced several times in their lives, but they are both better now than ever, and many would have liked to have seen it this xc season.
