I don't really find it strange or surprising for a country to simply not produce many good runners at a particular event. It is strange, though, for a country to produce a ton of very good runners without having an occasional star on the world stage. That's what I was commenting on.
If the US was cranking out 2:10-2:12 guys by the hundreds, but still wasn't winning Olympic marathons, I would find that equally bizarre.
