It's definitely not the same guy in the pictures. On marathonfoto it looks like the guy is walking plenty which is what you would have to do between mile 13 to 15 and then straight to 21 for the timing to be reasonable. Walked about three miles in the time it might have taken him to run 8 miles around 7:30 pace. This was calculated.

Interesting in 2008 and 2009 he hit the 25k (about 15.5 mi) mat before skipping the 30k mat. According to the current course map that would have required him to then backtrack to hit the bridge towards Virginia.
I wonder did the course change making that 25k mat less convenient? or did he decide that the 25k mat was no longer worth his time after he got away with skipping the 30k mat for two years. -

Quick google search revealed the (I think) 1999 map.

I ran MCM in 08 and Haines Point used to be from like 17 to Mile 20 (similar to this map above). Looking at it, this map from is very similar to that year from Mile 8 on.
You could easily hit 25k mark (15.5 miles) and then walk over to the 22 mile point basically bypassing the entire Haines Point section and the 30k marker. -

He missed mats in 2005 and 2007 as well.
From 2005 to 2015 he only lost 4 seconds on his marathon time, age 51 - 61.

Really no sleuthing is required here. This is an open and shut case. All the splits are right there. He missed the 30k mat year after year after year and per the course map anyone can see that it would be easy to hop off course and cheat in that location.
If I wanted to plan how to cheat, that's exactly how I would do it. To me it looks like this guy planned out how fast or slow he had to walk/jog between mats that he hit, but he didn't always do such a good job.
In 2009, he ran a 28:48 10k betweek 25k and 35k.
