Yes, he had an amazing 5k of 12:58 that really put him on the maps but by the very nature of the fact he had 3 ARs he was much more than a one race wonder.

Hall's sub-60 half marathon destroying the field
Sadly, I agree with both judgments. In retrospect, the high point of Hall's career was probably that first kick a** breakthrough half marathon.
https://www.youtube.com/watch?v=a8Z8DC_PiKYI still remember how that felt. His Oly trials run was close.

Far far far from a one hit wonder.
Interesting to watch letsrun threads like this morph from "one hit wonders" to "runners with funny names."
Again, most posters with an IQ over 40 figured out my intent. I even accepted blame for those that couldn't comprehend the intent. One race wonder mirrors the music term of "one hit wonder". A one big hit like Aha's "Take On Me", "Who Let the Dogs Out" by Baha Men or Right Said Fred's "I'm Too Sexy", big hit with nothing before or after.Alan Webb ran 3:53 in high school then ran a 3:46.91 after that. He ran everything from 1:43 to 27:34. Pretty impressive.Ryan Hall ran a 2:04:17 and won two Olympic Trials after that. Hardly a one race wonder.

John Akii-Bua. First man under 48seconds in the 400m Hurdles, out of lane 1, while winning 1972 Olympic gold , and beating the reigning Olympic Champ/World Record Holder.
Akii-Bua's workouts were legendary; 40 some years later and nobody, not even Edwin Moses, is able to attempt the training he did on a daily basis. If it wasn't for that horrors that destroy his country the next few years, Moses vs Akii-Bua would've been the greatest rival in track in field history.

What other accomplishments besides Olympic gold? World records? World championships?
And who said anything about funny names?

No, the American Record Holder in the Half Marathon, and the fastest American over the marathon, with numerous sub-2:10's to boot, is not even in the 'running' for this confused thread.

Billy Mills is the correct answer. All others mentioned are just to keep the thread going or are just fans favorites. Fact is fact and the fact is nothing was bigger than Billy Mills winning the Olympics.
fail.
The answer to the first question in the thread title is obviously the notorious Mike Rossi.

With bat-shit crazy logic like that everyone is a one hit wonder.
Not only is Niyongabo a legend, the circumstances that led to his 5000m gold is a tale of legendary sportsmanship. He gave up his spot on the 1500m team so that another teammate could compete, having missed two previous Olympics because Burundi didn't have a team.
http://www.iaaf.org/athletes/burundi/venuste-niyongabo-9100Craig Masback. At the time he ran his breakthrough mile he was quoted as saying that he had gone from the world's most underrated miler to the world's most overrated miler in one race. It's served him well, financially.
When Kyle Merber ran his 3:35 in college, he became the hero of letsrun that couldn't make the NCAA final.
That race raised his ceiling.
