Originally Kenya of course, but the real answer is South Africa in the case of the hurdlers and Finland in the case of Yego. Good coaching does make a huge difference, whether the training is pharmaceutically aided or not.

Yes. The Javelin is like Finland's national sport, they have whole centers built to harness young talents. Check out the WC and Oly medal history, especially on the men's side. The IAAF is even paying them to take on young talents from other countries, like Yego and El Sayed. It's like Eldoret or Iten, but for javelin throwers.
