I'm not sure what you're getting at. Going from TAC to USATF WAS just a name change. It was never supposed to be anything else.

TAC Drug Tested (through the USOC). They had their plastic cup chasers. I don't think there was a big difference, just like there wasn't a big difference when the AAU changed their name to TAC. In fact, if you ever watched the 2nd version of the Pre Movie (the one shot in Eugene), the guy who PRE is railing against in the AAU is Olan Cassel.
The difference is the mascot.
Actually quite a change from AAU to TAC. AAU at the time oversaw amateur athletics. The change came with the creation of governing bodies for each of the individual sports (i.e., US Figure Skating, US Rowing, etc.). And lets not forget the appelation USTAF in this alphabet soup.
The big difference overall? Cassell. The younger folks who think Masback is bad have no clue?
Cassell makes Masback look like a progressive liberal.
Oh, the logo also cost more for USATF.
