IGF-1 is pretty much concentrated meat. It's nothing new, but was rather a big thing in the 90s. As other growth hormones it increases muscle mass, decreases body fat and strengthens bones. It's anabolic and will make cells grow faster (including eventual cancer cells in your body...) It may help in living/staying healthy longer.

1. Victor Conte is not trustworthy. Those of you with the patience to read more than one paragraph at a go, look up this case--he drove investigators nuts by telling different lies each time they spoke with him
2. As a trained chemist, I can say that most folks trained in this field are cautious, risk-averse individuals with a strong commitment to using their profession for good--I have NO doubt we could find bright young minds to make cheating considerably more difficult than it has been. The statement that chemists are all on the dark side -- that chap must be living in a basement -- probably his mums.
In conclusion, speaking as a chemist and a fellow who has run a few miles in my life, I see no reason why the culture of this sport, at the athlete, administrative, and sponsor level, could not fundamentally change in such a way so as to make chemical cheating rare. It would not happen by one single change however. It requires good science, good administration, and good characters. Each of these elements are within our grasp in my view--but it's not certain that it will be achieved. Time will tell.
