It would have been in poor form for Enfield to pass Huddle at the end like this in triathlons. We have an unwritten rule for this.
I thought about this too. Exact same thought but for cycling. At the tour (de France), you'd be screamed at for passing a team mate for a stage win at the line. Especially if done without them seeing you. Don't even think of passing the leader on the last day either.
The real question is would Enfield have passed her Swoosh teammate at the line passing on the inside? Makes a good discussion. My personal opinion is no.
Other thoughts.
A) Huddle ran an extra 100m at least. She was always on the outside of the pack except when she took the lead at the end. Most of the race on the outer portion of lane 1 and sometimes right in lane 2.
B) In the video of the 2013 NYRR run, Huddle does the exact same move at the line. A complete slow down and ease off. Got away with it there. Bad habits are hard to break, but doubt we'll see that again.
